Chapter 3 argues that restoration has to re-enter the level of the family and the neighborhood because that is where the Fall actually took hold. Tong ban gyeokpa is therefore presented as more than strategy; it is family-level reversal of satanic lineage, culture, and daily life.

The chapter repeatedly rejects bypassing local responsibility in favor of bigger ambition. Counties, towns, and nations are supposed to change through sustained local household work.

This makes local breakthrough one of Book 13’s clearest statements of distributed restoration.
