Tong ban gyeokpa is not presented as generic outreach. Book 13 says the Fall invaded family life, lineage, culture, and daily practice, so restoration has to return to the household if it wants to reverse history where history actually broke.

That makes local breakthrough a scale claim. Families, blocks, and towns are not secondary arenas below the real battle. They are the real battle rendered concretely.

This creates a useful pastoral translation: if your theology says the family is where evil took root, then neighborhood ministry is not optional overhead. It is reparative work at the point of injury.
